Who is the Lady in Red?

This 35mm slide was once part of the old Air Force Traffic Safety Program (world wide) from the mid-70s until it was pulled from the course material by higher command orders due to the content of the photo. I started teaching traffic safety in 1982 as a civilian Air Force member and I remember the snickers and comments from the students whenever this one slide popped up on the screen. It was part of the old Course 1 Traffic Safety Program called TEAM (Task, Environment, Auto & Man). We were ordered to clean up our slide trays for the course before it was totally disbanded in the mid 80s.
I saved this one because of the Don Schumacher car in the background (driven by Raymond Beadle, circa 1974). There is no way of knowing who took this photo because at the time, all traffic safety films were produced at old Norton AFB in California. All of the old course material has been destroyed except for this one slide. Now for the million dollar question….who is that woman in red? And where was this photo taken? Someone suggested National Trail in Columbus, but I don’t remember that little white picket fence. I know you have some sharp-eyed readers out there. Hope you can use it”…
